Cabinet Secretary’s Remarks

Hon. James Wainaina Macharia, CBS
Cabinet Secretary

The right to know how Government conducts business is the right of every citizen enshrined in the Constitution of Kenya that requires transparency openness and accountability in all dealings of Government.
Expenditure on recurrent votes besides salaries have a heavy leaning on items of common nature to all Ministries Departments and Agencies (MDAs)whose history in the post 1990’s liberalized economy have increasingly exhibited wide variation in the prices of similar items across MDAs of Government.

The revival and revitalization of the Supplies Branch is an affirmation of the Government’s commitment to curtail runaway expenditure on common user items (CUIs) by obtaining framework contracts across the country using economies of scale and bulk discounts in a model that guarantees quality, timely and reliable supply, and fair pricing while simultaneously reaching out to as many suppliers as possible and embracing all special categories of Women, Youth and Disabled. It is anticipated going forward that unless an MDA can obtain a better deal on any of the Supply Branch contracts items, this shall be the prevailing channel for procuring CUIs in Government.
This website will more than adequately demystify the processes of obtaining the contracts, publicize the contracts and their terms, the status and coverage of the contracts and the history of previous term contracts.
The website will provide information on activities of Supplies Branch as well as create linkage into other Government activities as a robust interactive field.
The Ministry is in the process of upgrading systems and skill sets to enable the Supplies Branch business to be increasingly ICT based with a staff that embraces high administrative, procurement, accounting, legal and of course ICT skills.
Please make use of this website to track these developments and see how well public resources are pitched.
